INFORMATION NOTICE
The Seine Axis River-Seaport Authority (GPFMAS - HAROPA PORT) has issued a call for competitive tenders for the concession of public multimodal and rail services at the Port of Le Havre.
The purpose of this Concession, as restructured around an integrated, strategic, and high value-added offering, is to roll out a comprehensive and diversified range of rail and multimodal services. It is designed to meet the diverse requirements of port and hinterland stakeholders, and forms part of a drive to consolidation of freight flows, expansion of modal shift and development of logistics innovation. The goal is to enhance the port's attractiveness, streamline the transport chain, and accelerate decarbonisation.
This Concession covers the promotion, operation, and management of:
• The multimodal terminal and the intra-port rail transfer system between the multimodal terminal and the maritime terminals. Operating as a true freight consolidation facility, the multimodal terminal enables efficient grouping, handling, and transfer of containers between rail, river, and maritime modes, thereby facilitating the movement of goods to and from the European hinterland and contributing to the fluidity of port logistics chains.
• Rail service facilities providing essential services to railway undertakings (refuelling, light rolling stock maintenance), improving operational availability and ensuring reliable connections.
• Intra-port rail traction operations, marshalling and train formation.
• Development of complementary activities conducive to modal shift and the consolidation of freight flows.
The estimated value of the Concession, with a minimum term of five years, is €86.9m not including VAT. Applicants are invited to propose variants enabling the award of a longer Concession term.
Through this procedure, HAROPA PORT is reaffirming its goal of establishing the Port of Le Havre as a leading logistics hub in Europe, capable of supporting growth in traffic while at the same time accelerating the ecological transition of freight transport.
