Key insights of the maritime safety report

The European maritime safety report (Emsafe), now in its second edition, offers a detailed overview and analysis of maritime safety, focusing on EU and international safety standards. Covering the period from 2019 to 2023, the report aims to identify areas for improvement while presenting crucial data to enhance understanding of safety challenges and opportunities within the maritime sector. Emsafe combines information from multiple databases and stakeholder consultations, serving as a vital resource for policymakers, maritime administrations and researchers alike.

This edition highlights ongoing issues, particularly regarding the welfare of seafarers and deficiencies related to the maritime labour convention, which pose risks to attracting future talent. With 400 m passenger journeys annually and a significant portion of the fishing fleet comprised of older vessels, safety concerns are underscored. As the maritime industry embraces new technologies and alternative fuels, Emsa continues to support a transition towards a safer, smarter and more sustainable maritime future in Europe.
