Harmonising regulations for combined transport

As part of a study, UIR and UIRR have drawn up proposals for the promotion of combined transport (CT) for the EU agency for railways (ERA).

As a key recommendation, the publication calls for the creation of a special technical specification (TSI) for CT which should cover infrastructure, operations, traffic management and rolling stock subsystems that relate to the interoperability of the intermodal loading units (ILU) loaded onto wagons.

The study proposes including relevant CT operating methods and the revision of directive 96/53/EC to define semi-trailers suitable for transport by rail as ILUs. It also recommends reviewing a number of ILU-related EN standards to eliminate overlaps, contradictions and deficiencies. (ben)
