Singapore tops index for twelfth year


Singapore has retained its top position in the 2025 Xinhua-Baltic International Shipping Centre Development Index, marking twelve consecutive years at the summit.

 

Scoring 99.50 out of 100, the city-state is recognised for its strategic location and strong maritime service system.

 

London and Shanghai followed in second and third place, respectively, while Hong Kong and Dubai completed the top five. Rotterdam held sixth position, and Ningbo Zhoushan rose to seventh, overtaking Athens/Piraeus. Hamburg remained ninth, and New York/New Jersey re-entered the top 10.

 

The report assessed 43 cities, analysing port infrastructure, maritime business services and general conditions. Notable entrants include Los Angeles and Vancouver, now ranked 19th and 20th.

 

Baltic Exchange CEO Mark Jackson highlighted the resilience of top centres amid global disruption. Singapore’s Maritime and Port Authority reaffirmed its commitment to innovation, digitalisation and green technologies to maintain global leadership in maritime trade.
